Background on Plimmerton Farm

The Plimmerton Farm Proposed Plan Change forms part of our response to the shortfall in housing capacity in Porirua City. It also responds to an increasing demand for a greater diversity in housing.

Porirua is growing and changing rapidly. Population projections in the Porirua Growth Strategy 2048 indicate we only have enough available housing and land to satisfy demand for the next three years (read the Growth Strategy here [pdf 3.37MB]).

We need to respond quickly to ensure adequate land is available to address our housing shortfall and provide choice to cater for the diverse needs of our current and future residents. We also recognise that it is important that when development does take place, it is undertaken in a way that responds to the well-being of our environment and its people. 

On 20 February 2019, Council approved that an application be made to the Minister for the Environment to use the Streamlined Planning Process (SPP) to progress a plan change to rezone land at Plimmerton Farm. 


Plimmerton Farm Proposed Plan Change

The Plimmerton Farm Proposed Plan Change forms part of our response to the shortfall in housing capacity in Porirua City. It also responds to an increasing demand for a greater diversity in housing. The land is currently zoned ‘rural’ under the Operative District Plan, but has been identified as a growth area of Porirua City since 2009. 

Forming part of the Northern Growth Area under the Growth Strategy, significant work has been undertaken to confirm its suitability for urban development. This has included the preparation of a number of technical reports. Further work is being undertaken as we continue to consider the opportunities and constraints for this land. 

We are working on a plan change to rezone Plimmerton Farm for urban development. If approved the rezoning would enable high-quality residential development, recognising the sites particular landscape character and ecological values as well as its proximity to existing transport nodes and services. 

A draft precinct plan has been prepared for the land to demonstrate how it could be developed. 

This includes:

  • additional housing capacity (2,000 residential dwellings) 
  • a variety of housing options across (mix of densities and forms: medium to high density to rural lifestyle)
  • a retirement village of approximately 150 dwellings 
  • a network of open space/recreation and commuter opportunities with walkways and cycleways provided through the site  
  • complementary land uses (some with employment opportunities), including: mixed use commercial/retail development, a neighbourhood centre, a primary school and a potential park and ride.

The development of Plimmerton Farm represents a change as it proposes to extend our urban boundary to the north as envisaged in the Northern Growth Area Structure Plan and the Growth Strategy 2048. 

Thanks for your feedback in during June and July, there will be more opportunities to have your say during the formal process of consultation under the Resource Management Act 1991. 

Next steps

We are making an application to the Minister for the Environment to use the Streamlined Planning Process in September. If approved, a proposed plan change would be publicly notified and be open for submissions in accordance with the Minister’s direction.
