Long-term Plan Consultation 2021

The Long-term Plan (LTP) sets the direction, priorities and budgets for the city for the next 30 years. It details the planned services, activities and projects for Porirua, and how Council will pay for them. We need your input to make sure we’ve got the focus right.

What is a submission?

A submission is the way Porirua City Council can consider your views, comments or concerns about subjects we are consulting the community on. Submissions are written by individuals, groups or organisations, usually in response to draft documents.

There are no age limits and we encourage submissions from our tamariki and rangatahi.

What is the Council’s Long-term Plan?

The Council’s Long-term Plan (LTP) is its main planning document. It spells out what it plans to do and when, how much it will cost and how it intends to pay for it.

All councils need to consult with their communities to find out whether their residents agree with their Long-term Plans. Councils do this every three-years.

Where do I find all the information I need?

Visit the Porirua City Council website. Click on the Long-term plan link on the front page. This will take you to all the information you need.

The main document is called the Consultation Document. It outlines what Council intends to do and why. It also includes a series of questions. You don’t need to answer every question. There is a space under each question for additional comments. There is also a space at the end of the document if there is something else you think we should know.

There are also links to supporting documents. Currently draft, these will be part of the Long-term Plan once formally adopted.

When do submissions close?

Porirua City Council is accepting submissions between 26 March and 27 April 2021.

What happens to my submission?

Your responses are considered by various council officers who are subject matter experts and their General Managers. This advice is then collated into a deliberations report for Council to consider.

What’s a hearing?

A hearing is a chance for you to come in and speak to your submission. You will be allocated approximately 10 minutes to speak to your submission and take questions.

Make sure you let us know if you want to be heard. We can help you with the process.

What are the key dates?

  • Hearings 12-13 May Two days set aside for submitters to speak to the Mayor and Councillors about their written submission
  • Deliberations 3 June The meeting of Te Puna Kōrero where the Mayor and Councillors consider what communities have told them and make decisions
  • Adoption 30 June The formal adoption of the Long-term Plan by Council

How do I make a submission?

You can make a submission online on the council website or you can complete a hard copy Long-term Plan Feedback Form.

You can download hard copies of the Consultation Document and Feedback Form from the Council website. Hard copies are also available from the front desk counter of the Council administration building and the main library in Pātaka. Hard copies can be scanned and emailed to longtermplan@porirua.govt.nz, or posted to Porirua City Council, PO Box 50218, Porirua 5240, or dropped for the front counter of the Council Administration Building, 16 Cobham Court, Porirua 5022.

What makes a good submission?

There are some general principles that will help to make your submission effective:

Preparation - Make sure you read the Consultation Document. If you have questions or want to know more along to any of our engagement events or join in any of the Q and A Chamber livestream sessions.

Relevant - Be sure to keep your comments relevant to the Consultation Document.

Clear Tell us what you think and the evidence or arguments to support your view. Avoid a submission that jumbles unrelated issues together or jumps around topics too much.

Concise - Be simple and direct. Do not write more than is necessary. Do not attach lengthy supporting documentation.

Accurate Be accurate and complete in your responses.

  • Anne is an experienced Senior Policy Advisor who has been engaged by the Council to assist submitters in understanding, preparing for, and participating in, the feedback (submission) process. Anne has no other involvement in the Long-term Plan process.
  • The Friend of Submitters service is provided to remove barriers and foster participation in the Long-term Plan 2021-2051 process.

Friend of the Submitters

We understand the LTP process can be a little daunting so a Friend of Submitters, Anne Kelly, has been made available through the submission period to help you.

Anne is an experienced Senior Policy Advisor who has been engaged by the Council to assist submitters in understanding, preparing for, and participating in, the feedback (submission) process. Anne has no other involvement in the Long-term Plan process.

The Friend of Submitters service is provided to remove barriers and foster participation in the Long-term Plan 2021-2051 process.
