We’re reviewing our Revenue and Financing Policy as part of our three-yearly review of our Long Term Plan 2021-51 (LTP).
The Revenue and Financing Policy is a requirement of the Local Government Act 2002 (LGA) to provide predictability and certainty about the Council’s sources and levels of funding for operating and capital expenditure.
The proposal reflects changes over the last three years and represents alignment with current practices and initiatives of the Council. As the Council works through the process of the LTP there may be further inclusions or changes which may be considered as part of the LTP process.
When considering the funding sources appropriate for each activity Council has considered:
affordability, accessibility, practicality and community wellbeing are applied to the activity;
comparison/trade-offs between funding principles occur to ensure funding sources and proportions for operating and capital expenditure are appropriately applied.
As part of this process Council considers the overall impact on the changes to the distribution of rates and fees and charges on the community.
