Te Puna Kōrero is the main committee that makes decisions about the city’s strategic direction and framework. It is made up of the Mayor, all councillors and the Council Kaumātua.
After confirming the minutes from their last meeting, the committee deliberated on the Local Alcohol Policy review.
Community feedback showed support for Council taking a harm prevention approach and including policy measures that will reduce alcohol-related harm. The committee agreed with this way forward, and adopted the updated policy, after an amendment to include Waitangirua as one of the areas vulnerable to alcohol harm.
The committee then received a report and written submissions on the Keeping of Animals Bylaw. The rules in the new bylaw aim to give clear guidelines for people keeping animals, while making sure their animals don’t create nuisance for others.
In response to submissions received during the consultation process, the provisions in the bylaw were refined and loosened in relation to limits on beehive and poultry numbers. An exception system was also included so there is flexibility to issue exemptions (with conditions) on a case-by-case basis for people wanting to keep numbers of animals over the limits set in the bylaw. The committee agreed to adopt the updated bylaw.
Next, the committee were presented with Council’s Major Projects Report – updates on the Council’s main projects through to 31 March. These include the central wastewater storage tank, Aotea Lagoon south end and eastern Porirua infrastructure.
The final report of the morning was the Council’s Finance Report to the end of March.
There was one speaker in public forum who spoke about road works in his neighbourhood.
Following the meeting, a workshop was held where elected members were updated on Local Water Done Well, given an overview on geohazards, and discussed the proposed Porirua Hospital Patients memorial project.
