Council wrap – 26 June
A meeting of the full Porirua City Council was held this morning, Thursday 26 June. Here is a wrap of what was covered:
Porirua Mayor Anita Baker highlighted some of her activities in the time since the last full Council meeting, including attending the Pacific Night Market; the Plimmerton Arts Society exhibition opening; a meeting of the Porirua Assembly on climate change; watching the Saints play at Te Rauparaha Arena; attending the Samoan Language Week flag raising and a celebration of 63 years of Samoa’s independence; Love Local; the Plimmerton mid-winter dip; the Porirua Brass Band AGM; the blessing of 14 new homes in Eastern Porirua, and the dress rehearsal for the Wellington regional kapa haka competition at Te Rauparaha Arena.
First on the agenda, Council heard one oral submission and received 19 written submissions in response to the consultation on whether Porirua City should sell or keep the Lyttelton Ave car park, near the Mobil service station. Consultation on this was carried out between 13 May and 3 June. A final decision on the car park’s future will be made at the Council meeting on 31 July.
Next up, the Council adopted the Annual Plan for the 2025/26 year and set the rates, due dates and rates penalties. This year’s Annual Plan includes an average rates increase of 6.39 per cent, much lower than previously budgeted. Then Council approved the updated Rates Policy, to include the new Business Park Small Business Unit rating package and allow properties to be moved in and out of rating Group 17 – Vacant Land / Empty / Derelict Building.
After receiving a report on Porirua City Council’s strategic risks, Council then agreed on changes to governance arrangements to allow for transition to the new water services delivery model which was confirmed today and is due to become operative in July 2026. There were four speakers in the public forum, addressing the Council on how elected members’ achievements are documented prior to an election, the Wastewater Treatment Plant, and amalgamation.
At the workshop following the meeting, Council received an update on the government’s resource management reform programme.
