Decisions on submissions to the Proposed District Plan were publicly notified on 7 December 2023.
Appeals must be made within a period of 30 working days of service of the notice of decision of the Council. These appeals were made to the Environment Court.
Following the close of the appeal period, there was a 15 day period within which other parties can join an appeal proceeding. This was restricted to those who made a submission on the subject matter of the appeal or who have an interest greater than the general public.

The Independent Hearings Panel has issued its decisions on the Proposed District Plan and recommendations on Variation 1 to the Proposed District Plan and Plan Change 19 to the Operative District Plan (Variation 1 and PC19 are the Council’s Intensification Planning Instrument).
These were considered by the Council at its meeting on the 30th November 2023 where it agreed with all recommendations.

The decisions on the Proposed District Plan and the Intensification Planning Instrument (Variation 1 to the Proposed District Plan and Plan Change 19 to the Operative District Plan) were confirmed at the Council meeting on the 30th November 2023.
The decisions were based on the Independent Hearings Panel’s decisions on the Proposed District Plan and its recommendations on the Intensification Planning Instrument.
Ngāti Toa’s values, rights and interests are interwoven throughout the PDP. The Tangata Whenua strategic objectives provide overall direction.
The PDP specifically enables development in the Hongoeka Zone, Takapūwāhia, as well as papakāinga housing throughout the City.
