Waitangi Day 2025 - stallholder information

Stallholder applications are CLOSED for the 2025 Waitangi Day celebration on Thursday 6 February at Te Rauparaha Park, Porirua.

We are looking for Food, Craft, Information, Community Groups and Corporate stallholders from throughout New Zealand who would love to be involved in the Waitangi Day celebration event in Porirua.

Interested? If you wish to have a stall at the 2025 Waitangi Day celebration, please read through the terms and conditions below, including the Reducing Waste Commitment. This applies to all stallholders who wish to have a stall at the event.

This is an no alcohol, smoke/vape-free and animal free event. No alcohol is to be sold or supplied from any stall and animals onsite are not permitted.

All commercial and some non-commercial food stallholders require a Food Registration from Environmental Health at the Porirua City Council (or local authority), plus Waste Minimisation approval. More details are noted below.

If you wish to make multiple stall bookings, please complete an application form for each stall. Stallholder sites are not permitted to be sub-let. If you have previously been a Stallholder at this event, you will still need to complete the 2025 application form. Phone call or emailed interest will not be considered as an application.

Application timeline

Friday 30 November 2024 Stall applications close.
Monday 2 December 2024 Stall applicants notified whether successful or unsuccessful and payment advice sent out. Email is our preferred method of communication, where possible.
Monday 16 December 2024 Last day for payments, Food Registration and Waste Minimisation approval.
Tuesday 17 December 2024 Stallholder final confirmation
letter will have been sent to successful stallholders who have paid, and have a current Food Registration from Porirua City Council and Waste Minimisation approval. (Both these departments will update us directly with your successful approval status as it comes to hand).

Stall terms and Conditions

Stall applicants: you must tick the box on the stall application form to show that you have read these terms and conditions and agree to comply

  • Location: The Waitangi Day celebration will be located on Te Rauparaha Park, Porirua.
  • Most stalls are located on Norrie Street on the day, with others located throughout the Park, with potential to extend stall locations to within Council venues
  • Placement of stalls will be at the discretion of the organisers. Any special requests must be noted on the application form, but we can’t guarantee we can fulfil your requests.
  • Stallholders are not permitted to relocate their site location on the day without approval from the Event Organisers.
  • Site size: book your space size carefully. Trailers and drawbars/towbars that are bigger than the booked area may mean we have to turn you away on the day, or charge extra if there is available space.
  • Applications: Stall numbers are strictly limited, and we will review and consider all applications.
  • Stallholders who have attended the event before must apply again and within the deadlines mentioned above.
  • Acceptance of any stall application is not guaranteed. We try to achieve a balanced mix of stalls suitable for our event, and we reserve the right to accept or decline any stall application.
  • Stall payments: successful stallholders will be invoiced and payment must be made within the deadlines mentioned or no entry.
  • Stallholder operating: No alcohol is to be sold or supplied from any stall.
  • All stallholders are responsible for operating a safe place of trade and complying with all relevant legislation.
  • All stallholders must keep the front of their stalls free from rubbish and products at all times.
  • Equipment: If required, Stallholders are required to provide their own equipment (tables, chairs etc) and shelter (gazebos) with appropriate anchors/weights. Cold tap water is provided onsite.
  • Please be sun smart and consider your shelter, hats and sunscreen.
  • Stallholders must comply with all legal requirements relating to gas bottles, generators and electrical warrants of fitness that apply to trucks, caravans and cooking equipment (we undertake inspections on-site). If you intend on using any of the above, you will need to confirm these details on the application form. All electrical leads must be protected by a residual current device, whether connected to the mains or to a generator.
  • Craft stalls: Locally crafted and New Zealand made products will be given preference.
  • Power: Porirua City Council will provide appropriate generators within each zone of the event site for stallholders. Stallholders are not to provide their own generators. A registered electrician will verify your power cords and appliances before permitting plugging in to the nearest supplied generator on the day.
  • Appliances or power cords you intend to use at the event must have been tested and tagged by a qualified electrician and be valid for the event date. All electrical leads must be protected by a residual current device, whether connected to the mains or to a generator. Appliances will be checked before they are plugged in to ensure power continuity at the event. If your intended appliance or power cord does not have a tag test label attached, Porirua City Council staff will advise a dedicated date when you can have these items tag tested ahead of the event date.
  • Waste: All stallholders must keep the front of their stalls free from rubbish and products at all times. All waste produced through back-of-house methods must be separated as per Nonstops back of house guidelines. No waste is to be placed in black bin liners.
  • All stallholders will be required to use the generators provided.
  • The organisers reserve the right to decline any Stallholder or activity at any time. Sites may not be sublet.

  • Commercial and some non-commercial food stalls are required obtain and have with them on the day, a current Food Registration from Porirua City Council, (contact Nicholas McDonald or Oksana Bartlett at 04 237 5089), or a copy of a current Food Registration from another local authority.   • Food stalls must have Waste Minimisation Plan approval.
  • Food stalls must comply with the Healthy Drink policy (see section below).
  • A facility for cleaning dirty utensils, washing hands, plus disposal of grey water is provided on the day. See the venue map (provided closer to the event). Ask for the facility to be pointed out to you.
  • Healthy food options are encouraged at the event and will be given preference.
  • Food stallholders are responsible for cleaning their complete site and removing any waste and debris from the site, while abiding to the Reducing Waste Commitment criteria.
  • Organisers have the right to close down stalls that do not comply with the event terms and conditions.

  • Access for set up is between 8.30-10.30am. You will be given an allotted time to arrive. If you do not arrive between those times you will forfeit your stall and no refund will be given.
  • All vehicles are restricted to travelling at 5km/hour (walking pace) with your vehicle hazard lights on at all times on the event site. You may only drive on the event site with a marshal in a high-vis vest leading your vehicle in and to your position.
  • Entry to Norrie Street is via Hagley Street, as per the details on the map which you will receive closer to the event date.
  • In the interests of public safety, stallholders must not leave the site (even if sold out) or move a vehicle without permission from the stall controllers on the day.
  • Limited off-site parking on a first-come first-served basis is available for stallholders: Hagley Street Carpark and street parking around the site.

  • The event will go ahead wet or fine.
  • Cancellations made two weeks before the event incur a $50 fee.
  • Cancellations in the last two weeks: no refund.
  • No refunds will be made for weather-related issues on the day.

Porirua City Council are committed to reducing how much waste is sent to landfill. We want to encourage our residents and visitors to think about how they can change their behaviour to waste less. We are asking all Vendors/stallholders for a commitment to help Porirua City Council work towards reducing waste.

How we can help you

We know choosing the correct packaging difficult. We have appointed Nonstop Solutions as the Event Waste Service Provider to actively support vendors on choosing the correct packaging.

Healthier Drinks Policy

The Council is committed to helping improve health outcomes in our community, in particular, the health outcomes of children and young people. Porirua City Council has introduced a Healthy Drink Policy to help make it easier for children and young people to make healthy choices at our events and facilities.

This means that we have put restrictions on what drinks can be sold at Council events, particularly those that are aimed at children and young people. This means you are only permitted to sell Healthy Drinks as outlined in the policy.

  • Water as the drink of first choice
  • unsweetened milk
  • drinks with naturally occurring sugar (e.g.100% fruit juice) in small portion size
  • drinks to which sugar is added at time of consumption (e.g. coffee and tea
  • diet soft drinks (artificially sweetened or zero sugar) in small portion size

The consumption of 100% fruit drinks and diet drinks needs to be limited because they have relatively high acidity levels that contribute to tooth erosion.

At all Council events and functions Council will take reasonable steps to:

  • provide free water e.g. portable water stations, drinking fountains
  • advertise the availability of free water to promote better health
  • encourage bottle refilling to encourage waste minimisation.

Stall type, measurements and fees

You will be asked to select your stall type/size on the application form. Only successful applicants will receive an invoice for their stall booking to pay within 10 days of the invoice date. The fees below are for your reference.

Trucks, caravans or trailers: Please ensure that you are able to fit inside the area that you have ordered and don’t forget to include the drawbar/tow bar. You will not be able to go outside of the allocated space.
Information stalls: Price is for information stall only – no selling of any kind.
Artisan craft: Means products made locally/in NZ by the stallholder.
Sports club and community group: No selling of any kind.
